When I open a file in Windows' Paint program, the Open window always defaults to the My Documents folder. Since my images are stored in subdirectories under the My Pictures folder, can I get Windows' Paint to always default to that folder when I want to open a picture?

As far as we know, no. Opening My Documents by default was an 'innovation' introduced by Microsoft in Windows 98, which can be quite infuriating. Before then, a program would open by default in the current folder. This was usually the folder where the program was kept, but this could be modified by specifying a different 'Start in' folder in the shortcut used to launch the program. You can see why Microsoft made the change - many users ended up saving files in the program folder - but they could have made the option more customisable.
Some programs, like Paint Shop Pro, remember the last folder you opened or saved a file in and always use that by default. Others, like Microsoft Office, let you specify which folder to use through Tools, Options. The simple Paint program does neither, unfortunately, so we're afraid you're stuck with the My Documents default.
